... school, if they gather signatures from at least half of the school's parents. David Mishook, the attorney representing the school district, asked the three-judge panel to disregard the parents' petition, reiterating earlier trial arguments that the January, 2015 petition lacked the required number of valid signatures. Also, he said, at that time there were no academic evaluations available by which to measure the schools’ academic performance, as required by the Parent Empowerment Act. Daniel Bress, of Kirkland & Ellis, representing pro-bono Cecilia Ochoa and other Palm Lane parents, asked the judges to uphold Orange County Superior Court Judge Andrew Banks' 2015 ruling that the district's rejection of the parents' petition was "procedurally unfair, unreasonable, arbitrary and capricious.". "These are low-income parents who wanted to do something about a chronically failing school," Bress said. Instead, they found a hostile school district trying to find ...

How An Off-duty Cop Telling Teens To Stay Out Of His Yard Escalated To Gunfire, Protests And Outrage

... Anaheim police are investigating the altercation itself while the Los Angeles Police Department and Inspector General are conducting internal investigations into the officer’s actions. The Los Angeles Police Commission will ultimately decide whether the officer violated any LAPD rules during the encounter. “I am very interested in knowing the facts of the incident based on the investigation by the department and the Office of Inspector General that is underway,” said commissioner Cynthia Mc Clain-Hill. “Some of the actions — brief as that exchange caught on video may be — do not properly represent what I believe should be expected and reflected by a member of the Los Angeles Police Department when engaging members of the public, be it on-duty or off-duty.”. The officer, whose name has not been released by authorities, was removed from the field, which is ...

... on occasion. Rakell scored the tiebreaking goal with 2:34 to play, and the Ducks snapped Boston's four-game winning streak under new coach Bruce Cassidy with a 5-3 victory Wednesday night. Rakell also scored in the second period for the Ducks, giving him 24 goals in his outstanding season. Ondrej Kase, Josh Manson and Andrew Cogliano also scored for Anaheim, and Jonathan Bernier made 26 saves in his first victory since Jan. 23. The Ducks had scored just five goals in their previous four games during an up-and-down February, and they had just four goals in 258 minutes before Kase scored early in the second. They can't afford much of a slump in the Pacific Division race with San Jose and Edmonton, but the Ducks are keeping pace. "It was nice to get the bounces tonight," said Rakell, who tapped home a loose puck for the game-winning goal. "We've been having a tough time over the last couple of games to get something going. It was nice that we were able to help the team.". The Ducks killed five Boston power plays, but Frank Vatrano ...

... embraces everything in stride surely helps, especially since the transfers aren’t stopping anytime soon. When the Ducks passed through Washington less than two weeks ago, Theodore was three games into his latest recall. He logged 18:18 against the Capitals on Feb. 11, and then 13:24 in Minnesota on Valentine’s Day. Reassigned over the weekend to hit that baker’s dozen mark of moves, Theodore joined the Gulls in Bakersfield, Calif., pumped six shots on net in a loss, rode home on the team bus and notched a goal and an assist the next night. The only logistical hiccup? His girlfriend had flown to Anaheim, and wound up needing to drive his truck down to San Diego, so the couple could continue their visit. “I understand the situation,” Theodore said after one Ducks practice last week. “If they send me down, I’ll go down. Protesters Gather In Anaheim Over Lapd Officer Firing Gun During Confrontation With Teens

... “Don’t shoot our kids!” and profanities directed at police dominated the group’s evolving message. Dozens of protesters spilled onto the officer’s driveway – kicking his garage, banging on his front door shouting and climbing atop an unoccupied pickup truck before others coaxed them back into the street. Some began throwing trash and hard objects at Anaheim police officers observing the demonstration across the street. Protesters then took to Euclid Street, blocking traffic and marching north toward Ball Road, where they congregated in the intersection for several minutes. The sound of sirens sent the mob running south on Euclid, but their scramble was halted by Anaheim police officers in riot gear who had established a skirmish line at Euclid Street and Palm Lane. Police created a second skirmish line around the LAPD officer’s home. The crowd began to thin around 10:15 p.m., after officers declared an unlawful assembly through a helicopter’s PA system. A large firework exploded shortly thereafter. The police ...
